Recently, Simon Jolin-Barrette, the newly elected Minister of Immigration for the Coalition Avenir Québec (CAQ) government, announced in the 2019 Quebec immigration plan that the provincial government intends to cut immigration quotas by 20%, reducing the number from 53,300 in 2018 to between 38,000 and 42,000 in 2019.
Of the 40,000 immigration quota for Quebec in 2019, 59% will come from the province's economic immigration category, totaling 23,450 people. This includes 19,500 for the Quebec Skilled Worker Program (QSWP). The province's 2019 business immigration category, which includes the long-favored Quebec Immigrant Investor Program, as well as the Quebec Entrepreneur Program and the Quebec Self-Employed Program, will have a total of only 3,200 spots. There are also 750 spots for "other economic categories" (such as caregiving and others). The remaining 16,550 new permanent residents will arrive through federal family reunification programs, refugee programs, and other immigration categories.
The Quebec Minister of Immigration stated: This temporary reduction measure is intended to ensure better screening of immigration candidates who can match the needs of this French-speaking province.
Although Canadian Prime Minister Justin Trudeau strongly opposes Quebec's reduction of immigration quotas and has stated that Quebec is heading in the wrong direction, the new Quebec Minister of Immigration has proceeded to sign and publish the plan regardless of the opposition. This plan was also the most controversial topic during the CAQ party's election campaign. However, the specific implementation of this plan still requires consultation with the federal government.
This reduction in immigration numbers by Quebec runs counter to the federal government's plan proposed last month to increase immigration by 1 million over three years. However, it also demonstrates the determination of the new Quebec government regarding immigration reform. Since taking office, the new government has maintained a firm stance on reform regarding immigration issues.
Although the Quebec Immigrant Investor Program, which has a history of over 30 years, will continue to accept new applicants in 2019, a significant reduction in its quota will inevitably lead to more intense competition for spots.
As is well known, the Quebec Immigrant Investor Program has always been a "hot commodity" in the eyes of many Canadian immigration applicants due to its lack of requirements regarding language, age, and education. Therefore, for investors, under the current circumstances, applying as early as possible is the best strategy. Opportunities are fleeting; do not regret missing a good chance due to hesitation.
Advantages of the Quebec Immigrant Investor Program:
1. Simple application requirements, no age, education, or English language requirements
2. Obtain a Green Card in one step, with no additional conditions
3. Government-guaranteed, safe and reliable investment with low risk
4. Flexible investment methods
