According to a report published by the Vanuatu Business Review , revenue generated by the Citizenship by Investment Program for the government in the first quarter of 2018 reached approximately 1.8 billion Vatu (equivalent to approximately 16 million USD), which is 350% of the figure projected by the Vanuatu Ministry of Finance.
Last year, revenue generated by the Vanuatu Citizenship by Investment Program accounted for 16% of government revenue, more than double the figure projected in the 2017 budget; this year, if the trend from the first quarter can be sustained, this proportion will reach 24%.
If Vanuatu can maintain this upward momentum throughout the year, the Citizenship by Investment Program will generate approximately 7.3 billion Vatu (equivalent to approximately 64 million USD) for the country in one year, which is nearly one-quarter of government revenue.
Harris, head of the Vanuatu Information Centre, stated that there have already been successful cases of using Bitcoin to pay for Citizenship by Investment Program investments.
"Since the sale of passports began, Vanuatu's annual non-tax revenue (almost entirely derived from the Citizenship by Investment Program) has exceeded expectations. The Vanuatu government has become accustomed to growth every year and is raising its projections annually."
The report mentions that the passport program is crucial in helping the government reduce its debt burden. Some industry insiders believe that Vanuatu's Citizenship by Investment Program is comparable to those in the Caribbean.
In fact, as early as 2016, the Republic of Vanuatu legislated the Citizenship by Investment Program—the Contribution Program. Foreign nationals can quickly obtain a Vanuatu passport by making a contribution to the Vanuatu government, becoming Vanuatu citizens and enjoying all the rights of Vanuatu citizens!
Vanuatu passports are highly sought after by high-net-worth individuals due to their low investment amount, ultra-fast approval, simple documentation, direct citizenship, favorable tax system, and extensive visa-free travel. However, the benefits did not stop there. In April 2018, the Vanuatu government amended the legislation, significantly lowering the threshold for Citizenship by Investment, with the investment amount for a single applicant reduced from the original 130,000 USD to the current 80,000 USD. The amendment came into effect on April 27, 2018!
