According to the latest news from the WorldWay Group's Canada Customer Service Center: On May 18, 2018 (local time), the Manitoba Entrepreneur Pathway, which had been closed for six months, officially reopened, and the immigration office published relevant details on its website. Due to technical reasons, the online EOI system is not yet fully operational; therefore, the immigration office has provided interim application guidelines, and applicants must currently submit paper applications. The online system is expected to open by the end of this year.

The basic requirements for the new Manitoba Entrepreneur Pathway are as follows:
1. Net worth of at least 500,000 CAD;
2. At least three years of business management experience within the past five years;
3. Language proficiency of at least CLB 5;
4. Education level of high school or above;
5. Investment amount: At least 250,000 CAD if investing in the Capital Region; at least 150,000 CAD if investing outside the Capital Region; must employ at least one local resident.
The application process during the interim period is as follows:
1. Applicant completes the self-assessment form;
2. Applicant visits Manitoba for a business exploratory visit and completes the Business Concept form;
3. Applicant submits the self-assessment form and Business Concept form to the immigration office via email;
4. Upon passing the preliminary review, the applicant receives an invitation from the immigration office and may submit a full application package;
5. The immigration office reviews the application materials (an interview may be required). Once approved, a Business Performance Agreement is signed, and the immigration office issues a work permit support letter;
6. The applicant applies for a work permit, and upon receiving it, travels to Manitoba to invest and start a business;
7. After fulfilling the Business Performance Agreement, the applicant can receive a Manitoba Provincial Nomination Certificate and submit an application for permanent residence.
The new policy also announced details regarding the EOI scoring system. For relevant details, please consult a WorldWay consultant.
