On March 8, the U.S. Congress introduced a new draft of the EB-5 Reform Act. This draft bill was jointly proposed by three influential political figures in the U.S. Congress: Senate Judiciary Committee Chairman Chuck Grassley, House Judiciary Committee Chairman Bob Goodlatte, and Senate Majority Whip John Cornyn. The likelihood of this bill (draft) passing is extremely high.
Once this bill (draft) is passed, immigrating to the United States for only $500,000 will become history!
The new bill (draft) stipulates the following regarding the EB-5 investment amount:
1. Within 120 days after the new bill takes effect, there will be a suspension period during which the USCIS will no longer accept new applications, but will continue to process those already submitted. From the 121st to the 365th day after it takes effect, there will be a transition period, during which the minimum investment amount for all projects will be $925,000.
2. After the transition period, the minimum investment amount for projects in U.S. overseas territories, projects in closed military bases, projects financed through small business investment funds, and projects that can obtain reserved visa quotas such as "Urban Priority Investment Areas" will be $925,000, while the minimum investment amount for all other projects will be $1,025,000.
3. The above minimum investment amounts will be adjusted every three years based on the cumulative change in the U.S. Consumer Price Index for All Urban Consumers (CPI-U); furthermore, the Secretary of Homeland Security, after consultation with the Secretary of Labor and the Secretary of State, may at their discretion stipulate that the qualified capital investment amount be higher than the above provisions.
The price increase in this EB-5 bill reform is aggressive. For investors, the only option is to seize the opportunity, apply as early as possible, and choose high-quality projects to catch the last train for immigration to the United States at the low price of $500,000.
In addition, besides the provisions on the EB-5 investment amount, the bill (draft) also stipulates that 1,450 visas be reserved for "Urban Priority Investment Areas." According to the draft bill, those who have already had their immigration applications approved and submit applications within one year of the bill's effective date to obtain authorization under definitions such as "Urban Priority Investment Area" do not need to increase their investment amount and are permitted to use the 1,450 priority visa quotas.
Therefore, for individuals who have a need for a Green Card and have the funds ready, while seizing the opportunity to immigrate to the U.S. at the low price of $500,000, choosing a project located in an Urban Priority Investment Area is more advantageous, as it is expected to shorten the waiting period, allow for a quick Green Card, and realize the dream of establishing a second home overseas in the United States.
Currently, the Manhattan 9 Luxury Boutique Hotel, for which WorldWay Group serves as the exclusive agent in Greater China, is the first EB-5 project in Manhattan expected to shorten the waiting period and offer first-priority repayment. It is currently an extremely popular top-tier high-quality project on the market. The project's data is excellent, greatly assisting investors in obtaining permanent Green Cards and ensuring the repayment of investment funds, fully protecting the interests of investors. This project is a high-quality choice before the EB-5 policy changes.
