The Ministry of Public Security held a press conference on January 22 to report that the Ministry of Public Security has concentrated on launching eight exit-entry convenience measures. These eight measures cover aspects such as applying for certificates near your residence, self-service certificate application, free photography, certificate application for foreign Chinese, and border inspection self-service clearance, and will be implemented starting February 1st.

In 2017, the total number of people entering and exiting China reached 598 million, a year-on-year increase of 4.76%, of which the total number of entries and exits by mainland residents reached 292 million, a year-on-year increase of 6.73%; mainland residents processed 133 million private exit-entry documents and endorsements, a year-on-year increase of 5.5%. The public's desire to "go out" is becoming increasingly strong, and the demand for diversified and personalized convenience in processing documents and travel is becoming increasingly urgent.

The Ministry of Public Security decided to implement 8 exit-entry convenience measures starting February 1, 2018. These measures involve aspects such as applying for certificates near your residence, self-service certificate application, free photography, certificate application for foreign Chinese, and border inspection self-service clearance, which will further release the dividends of public security exit-entry reform and enhance the sense of gain for the public.

Measure 1: Provincial residents can apply for exit-entry documents within the whole province.

Applicants can apply for ordinary passports, travel permits and endorsements to Hong Kong and Macao, and travel permits and endorsements to Taiwan at any county-level or higher public security exit-entry management agency within the province, region, or city where their household registration is located.

Measure 2: Provincial residents can self-service apply for tourist endorsements to Hong Kong, Macao, and Taiwan within the whole province.

Applicants holding electronic travel permits to Hong Kong/Macao and electronic travel permits to Taiwan issued by the public security exit-entry management agency of their province, region, or city can apply for tourist endorsements to Hong Kong, Macao, and Taiwan at any self-service device for Hong Kong, Macao, and Taiwan endorsements within the province, region, or city.

Measure 3: Eligible out-of-province residents can apply for exit-entry documents near their residence.

Spouses, children, and parents of local residents with household registration elsewhere in the province, region, or city can apply for ordinary passports, travel permits and endorsements to Hong Kong and Macao, and travel permits and endorsements to Taiwan near their residence in the city where the local resident resides.

Measure 4: Self-service query for remaining counts of endorsements to Hong Kong, Macao, and Taiwan.

Applicants holding electronic travel permits to Hong Kong/Macao and electronic travel permits to Taiwan issued by the public security exit-entry management agency of their province, region, or city can query the remaining counts of endorsements to Hong Kong, Macao, and Taiwan at any self-service device for Hong Kong, Macao, and Taiwan endorsements within the province, region, or city.

Measure 5: Free photography service for exit-entry documents.

Public security exit-entry service windows provide free photography service for applicants. Windows that do not yet have the conditions should provide free photography service for applicants who have not brought photos or whose photos do not meet the "Guidelines for Exit-Entry Document Photos" standards under special circumstances.

Measure 6: Provide visa and residence convenience for foreign Chinese.

For foreign Chinese visiting relatives, discussing business, conducting scientific, educational, cultural, health, and academic exchange activities, or handling private affairs in China, public security exit-entry management agencies can issue multiple-entry visas valid for up to 5 years in accordance with regulations; for foreign Chinese who need long-term residence due to work, study, visiting relatives, or handling private affairs locally, residence permits with a validity of up to 5 years can be issued in accordance with regulations.

Measure 7: Vigorously promote self-service clearance services.

Public security exit-entry border inspection agencies will strengthen the construction of border inspection self-service verification channels. In 2018, the number of ports opening border inspection self-service verification channels will reach 50% of the total national passenger inspection ports, and the number of people using border inspection self-service clearance will reach 50% of the total number of exit-entry personnel.

Measure 8: Provide self-service printing service of exit-entry records for self-service clearance passengers.

Chinese and foreign passengers using border inspection self-service verification channels for entry and exit can print the record of their most recent exit or entry from that port for free at the self-service printer behind the self-service verification channel. This exit-entry record voucher has the same validity as the Chinese border inspection stamp affixed to exit-entry documents by border inspection agencies.

The above eight measures make our entry and exit more convenient! It is believed that people will greatly increase their frequency of going abroad in the future. For more information, please call: 400-138-2929.
