The largest tax cut (tax reform) bill in 30 years in the United States is about to be finalized. At the same time, the White House is launching a campaign to evaluate the family-based immigration system that has been in place for 30 years, preparing to vigorously promote a merit-based immigration system next year.
According to media reports, the U.S. government is collecting data to support the view that the current immigration system is neither in the interest of American workers nor safe for the United States and its people.
White House: Data-Driven Policy
White House spokesperson Hogan Gidley stated: "We believe in data-driven policy, and this data will help push Congress to vote on comprehensive immigration reform."
White House officials briefed the Associated Press on their strategy last week, stating that the data indicates an immediate need for change (in the immigration system). However, the current political environment in the U.S. makes immigration reform difficult, and some Congressional Republicans are reluctant to engage in major immigration debates ahead of the 2018 midterm elections.
Reports say that immigration reform may be a key focus of President Trump's State of the Union address on January 30. The White House also plans to have the President issue other statements, have cabinet officials introduce the topic, or promote it through conservative media.
U.S. Department of Homeland Security data shows that of the 13 million immigrants admitted to the U.S. between 2005 and 2016, nearly 9.3 million came through family-based immigration. Over the past 10 years, only one in fifteen immigrants entered the U.S. with a green card based on having strong skills.
Other reports scheduled for release include: a report on the number of immigrants in U.S. prisons, an assessment of the backlog in immigration courts and delays in processing asylum cases, and government documents regarding the link between immigration and terrorism.
The Most Fundamental Change to the U.S. Immigration System in 30 Years
The current U.S. administration's proposal to reform family-based immigration would represent the most fundamental change to the U.S. immigration system in 30 years. This would lead to the end of "chain migration," an immigration policy that allows an immigrant to bring a series of family members to the United States. U.S. authorities plan to replace it with a points-based (merit-based) system that favors educational and employment potential, a measure increasingly adopted by other countries such as the United Kingdom.
Officials say the White House wants Congress to begin addressing this issue in early 2018, although there have not been extensive discussions with Congressional leaders regarding legislative strategy.
On December 11, a homemade bomb terrorist attack occurred in Manhattan, New York, and the suspect involved was a Bangladeshi national who came to the U.S. through family-based immigration. Trump and his aides once again called for tightening U.S. immigration and ending "chain migration." In a statement, he said that the U.S. "loose immigration system has allowed many dangerous, inadequately vetted people into our country."
On August 2 of this year, Trump and Republican Senators David Perdue and Tom Cotton jointly announced the direction of future immigration reform, adopting a "merit-based system," significantly reducing the number of family-based immigrants, stopping the issuance of green cards to relatives other than the spouses and minor children of U.S. residents; cutting the number of green cards issued over the next 10 years from 1 million per year to 500,000; canceling the green card lottery; and reducing the annual quota for refugee green card applications to 50,000, etc.
