Currently, we are in a policy window for the $500,000 U.S. investment immigration program. At this juncture, how should investors plan their immigration strategy? How can they overcome visa retrogression? These have become the focus of attention for both the industry and investors.

During the event, senior U.S. investment immigration attorneys stated that current visa retrogression is based on existing immigration policies. Although the situation is severe, the U.S. Congress, the U.S. Department of State Visa Office, and the U.S. administration are all aware of the importance of addressing retrogression. It is believed that the U.S. EB-5 retrogression issue will eventually be fundamentally resolved.

Feasible solutions to address retrogression have been proposed at the legislative level. Kentucky Senator Rand Paul's S.727 bill and the "EB-5 Comprehensive Reform Act" proposed in April 2017 by Texas Senator and Senate Majority Whip John Cornyn have attempted to resolve the retrogression issue legislatively. Specifically, the legislation would clarify that EB-5 visa quotas do not count the principal applicant's spouse and children (counting only the principal applicant). If calculated at 2.7 visa quotas per family, this would mean the number of EB-5 application slots would effectively expand by 2.7 times. Once implemented, the retrogression issue is expected to be resolved.

Mr. Charles Oppenheim, Chief of the Visa Control and Reporting Division at the U.S. Department of State, while attending the IIUSA (Invest In the USA) Miami EB-5 Industry Forum, reiterated the use of previously unused "wasted visas" to address the retrogression issue.

Therefore, for investors, retrogression is not the fundamental problem; immigrating to the U.S. and obtaining a Green Card is the key. Investors should not put the cart before the horse or remain hesitant.

Experts suggest that to get a Green Card quickly, the first step is to act fast! For investors who have not yet submitted their applications, selecting a high-quality, fast-track Green Card project and taking immediate action will ensure they do not miss the best time to file, allowing the whole family to obtain a U.S. Green Card in a shorter period.

After the event, Worldway Immigration Group experts provided one-on-one guidance to each guest, repeatedly emphasizing: in this favorable yet brief golden investment period, one must identify high-quality projects and avoid seeking medical advice from the wrong sources. Always remember that selecting the right project and obtaining a permanent Green Card is the foundation of EB-5.
