The independent-minded Quebec Immigration Bureau has released its 2018 immigration quota plan ahead of the federal government. According to the official plan, up to 53,900 people will be able to obtain Canadian permanent residency in Quebec next year through skilled worker programs, business immigration, family reunification, and refugee channels.
2018 Quebec Overall Immigration Quota Plan
The 2018 Quebec immigration quota plan is mainly divided into two parts:
1. The overall plan for the number of people obtaining Canadian permanent residency in Quebec through various channels;
2. The plan for the number of people invited by Quebec to receive a "Quebec Selection Certificate" (CSQ).
At the same time, Quebec is also preparing to develop a new immigration system similar to the federal Express Entry, but the specific details and implementation timeline have not yet been announced.
In addition, the Quebec immigration quota plan includes the issuance of CSQ quotas. The CSQ is an immigration selection certificate issued by the Quebec government, similar to a provincial nomination certificate. Applicants who receive a CSQ can apply to the federal government for Canadian permanent residency.
In 2018, Quebec plans to issue 43,000 CSQs to applicants, who can obtain them through Quebec skilled worker programs, business immigration, other economic immigration categories, and refugee programs.
2018 Quebec CSQ Quota Plan
Among these, the Quebec government has allocated the largest number of CSQs to the skilled worker category, totaling 26,000-29,000. The government also plans to issue 4,000-6,000 CSQs to business immigration applicants, including investors, entrepreneurs, and self-employed individuals.
Additionally, this plan emphasizes the following nine guidelines:
1. Stabilize the annual number of immigrants received in 2017 and 2018 at approximately 51,000, and increase the number to 52,500 in 2019.
2. Gradually increase the proportion of economic immigrants, expected to reach 63% of the total by 2019.
3. Increase the proportion of international students over 18 and temporary foreign workers in the Quebec skilled worker category to at least 40% by 2019 (compared to 23% in 2015).
4. Stabilize the proportion of French-speaking adults in the Quebec skilled worker category to at least 85%.
5. Ensure that over 70% of qualified applicants in the Quebec skilled worker category are in high-demand training fields.
6. Control the proportion of immigrants under 35 to over 65% across all immigration categories.
7. Collaborate with economic and immigration departments to promote contributions from permanent and temporary residents to Quebec's development.
8. Continue to support the diversity of Quebec immigration and promote the province's economy and the vitality of the French language.
9. Reiterate Quebec's commitment to refugees and others in need of international humanitarian aid.
