Immigration to Malta has become the premier choice for moving to Europe, favored by many investment immigrants. Key factors include Malta's authentic English-speaking environment and traditional British education system; however, even more attractive is the free public education provided by the Maltese government.
Although compulsory education in Malta is legally from age 5 to 16, early childhood education and childcare services are also free in practice. The full name of the Maltese Ministry of Education is the Ministry for Education and Employment, and the department responsible for immigrant education is its subordinate unit called "Migrant Learners' Unit" (MLU). All non-EU students must first register with the MLU, which will arrange schools for students based on their residential area in Malta.

Currently, the Maltese Ministry of Education has established 11 Colleges nationwide. Each College has a College Principal who coordinates the arrangement of student enrollment and admission. Holders of Maltese permanent residency only need to apply for school enrollment based on the area where they reside.
Each College covers multiple administrative districts. If the enrollment quota for a school in a specific district is full, or if the applicant is not on the waiting list, the College Principal will arrange for the applicant to attend a school in another district or another College based on the specific circumstances.
