The Quebec Immigrant Investor Program (QIIP), long-awaited by Chinese applicants, will finally reopen on May 29, 2017. This is the only immigration program in Canada that does not require starting a business, but only an investment to qualify. It allows applicants to obtain permanent resident status through a risk-free investment of 800,000 CAD. Furthermore, there are no language requirements for applicants.
According to the program regulations, applicants only need to demonstrate a net worth of 1.6 million CAD and guarantee an investment of 800,000 CAD in the province of Quebec for five years to obtain a Permanent Resident Card.
Applicants may submit their applications between May 29, 2017, and February 23, 2018. The total quota is 1,900, with 1,330 spots allocated for Chinese applicants (including those from Hong Kong and Macau).
Five Reasons to Choose the Quebec Immigrant Investor Program
I. Processing Speed — Accelerated
Previously, the Quebec Immigrant Investor Program had no limit on the number of applicants, resulting in a long application cycle. Since 2015, the program has adopted a quota system, which has improved processing speeds. This year, the Quebec immigration authorities have promised to accelerate processing, and the application cycle may be further shortened.
II. Investment Risk — Safe and Guaranteed
As a traditional immigration country, the Quebec Immigrant Investor Program involves an initial review followed by an interview. Only after full approval is the investment payment made, followed by the issuance of the immigration permit by the immigration authorities. This policy has been in effect since 1986, ensuring the program is secure with low investment risk. The full investment amount is returned without interest after the 5-year term expires.
III. Residency Requirements — Present but Not Strict
After successfully completing the investment, applicants can obtain Canadian permanent residency or qualify for Canadian citizenship by meeting certain residency conditions. To maintain permanent residency, one must reside in Canada for at least 2 years out of every 5 years.
IV. Choice of Settlement City — Freedom of Choice
Once investors have successfully immigrated, they are free to choose any city in Canada to live in and enjoy local welfare policies.
V. Benefits — Quite Substantial
Under the Quebec Immigrant Investor Program, the principal applicant may bring their spouse and children along. Upon successful immigration, they can enjoy Canada's universal free healthcare, 12 years of free basic education, and other social benefits.
