It is not necessary for every family member to go for an Australian visa application. When applying as a family, one person can go to the visa center to submit the materials, or they can choose to send the application together by mail. When choosing one person to submit the materials, the other members need to fill out the 956a representative application form.
The Australian visa system implements an electronic visa policy, where applicants do not need to attend an interview, do not need an appointment to submit materials, and are not required to collect biometric information such as fingerprints and photographs. Therefore, generally speaking, applicants do not need to be present in person. You can personally submit materials at the visa center or choose to mail your application.
The 956a form is required for representative applications
The form needs to be filled out only when an applicant authorizes a friend or relative to handle the application on their behalf. For instance, when a family applies for an Australian visa and wishes to designate one person to go to the center to submit the application, this 956a form must be completed.
How to apply for a visa?

If you come to the visa center in person, making an appointment in advance will be more convenient. If you are mailing your application, an appointment is not required. An appointment is not mandatory.
Each application requires the payment of a visa application fee and service fee. These fees must be paid separately. Please refer to the payment methods for the fees associated with in-person and mail applications.
Please ensure that you read and comply with the safety regulations carefully before you go to the visa center.
