【Project Introduction】
The Nevada Solar Power Project is a large-scale solar power plant project built and operated by NextEra Energy Inc. (NYSE: NEE), the world's largest publicly traded wind and solar power company. It is located in Clark County, the most populous area in southern Nevada in the western United States, covering an area of 2,934.5 acres with a power generation capacity of 250 megawatts. The project has received dual support from U.S. government funding and policies. Upon completion, all electricity generated will be transmitted to South California Edison, one of the largest integrated power companies in the United States, with which a 20-year power purchase agreement has already been signed.
The Nevada Solar Power Project is the fourth EB-5 power project of NextEra Energy Inc. (NYSE: NEE). The Nevada Solar Power Project is almost identical to the previous three phases and will continue the success of the previous three phases, with performance in employment and repayment expected to be superior to the previous three phases.
【Project Advantages】
1. Powerful Developer (Global Top 500 New Energy Enterprise)
The project's parent company, NextEra Energy Inc. (NYSE: NEE), is a high-quality publicly traded company on the New York Stock Exchange (with a market capitalization of as high as $82.48 billion in 2015) and is the world's largest wind and solar power company. The company has 13,800 employees worldwide and is also the second-largest utility company in the United States. It owns two wholly-owned subsidiaries: Florida Power & Light Company, one of the largest power companies in the United States, and NextEra Energy Resources, the world's largest wind and solar power generator. NextEra Energy Inc. (NYSE: NEE) has served over 5 million customers, and the company's net income in 2015 reached $2.8 billion (GAAP standard), with total assets of $82.5 billion.
2. Dual Repayment Guarantees
The project borrower, NextEra Energy Capital Holdings Inc., is rated as an A- stable enterprise by the three major rating agencies. An A- rating means the company has no history of default or overdue payments, ensuring project repayment. In addition, as a dual guarantee, the large, high-quality publicly traded parent company on the New York Stock Exchange, NextEra Energy Inc. (with a 2015 market capitalization of $82.48 billion and cash flow of $7.659 billion), which is also rated as an A- stable enterprise by the three major rating agencies, has promised to provide a full, unconditional repayment guarantee for the project. Relevant guarantee information has been disclosed on the official website of the U.S. Securities and Exchange Commission. 3. Low Proportion of EB-5 Capital
EB-5 capital accounts for only 12.7% of the project cost, resulting in a low capital risk coefficient. The project party, NextEra Energy Inc. (NYSE: NEE), is powerful and has ample funds. In addition to EB-5 capital, other project funds (including government cash subsidies, senior loans, and equity investments) have all been raised.
4. Stable Project Operations
The project has signed a 20-year power supply and sales contract with South California Edison (Fitch rating A-), one of the largest integrated power companies in the United States, and this power purchase agreement has been approved by the California Public Utilities Commission (PUC). Project operations are guaranteed, and operating income can fully cover the repayment of EB-5 capital.
5. Backed by a Top-Tier Law Firm
The top U.S. immigration law firm, Miller Mayer, personally oversees the project, serving as the project's legal counsel to ensure the success of investors' applications. For 25 years, Miller Mayer's EB-5 projects and I-829 applications have maintained a 100% approval rate.
6. Strict Capital Supervision Mechanism
Investment funds are only allowed to be released from the escrow account after the EB-5 investor's I-526 or the project's I-924 exemplar application has been approved by the USCIS. Strict capital release conditions significantly reduce investment risk.
7. Super High Employment Multiplier
The project uses the RIMS II employment model to calculate employment. The number of jobs created is 3.1 times the amount required by the USCIS, reaching 9,320. Among them, construction expenditures alone created 8,485 jobs, which is 2.8 times the amount required by the USCIS.
8. Project Already Under Construction
The project has been reviewed and approved by the U.S. Bureau of Land Management, the U.S. Department of Energy, the California Energy Commission, and the California Public Utilities Commission, and has passed the environmental assessment under the National Environmental Policy Act (NEPA). The project started construction in May 2014 and is expected to be completed in September 2016, with a construction period of 30 months.
9. Completion Guarantee Provided by a NASDAQ-Listed Company
The contractor, First Solar Inc. (NASDAQ: FSLR), is a famous U.S. photovoltaic industry giant, founded in 1990 and listed on NASDAQ in 2006. The company was named the world's second-largest photovoltaic module manufacturing enterprise in 2010 and ranked 6th in Fast Company's list of the world's 50 most innovative companies.
10. Strong Support from Government Funding
The solar energy project is a project strongly supported by the U.S. government. This project has applied for the U.S. Department of the Treasury's 1603 Energy Program support grant and has received $250 million in government funding support.
11. Open and Transparent Project Documents
Project information is open and transparent, and relevant documents have been disclosed on the official website of the project's parent company, NextEra Energy Inc. (NYSE: NEE), which is listed on the New York Stock Exchange, as well as on relevant government websites.
