High-Employment EB-5 Project Guaranteed by Large NYSE-listed Company
[Project Introduction]
The Nevada Solar Power Project is a large-scale solar power plant project constructed and operated by NextEra Energy Inc. (NYSE: NEE), the world's largest wind and solar power generation company. Located in Clark County, the most populous area in southern Nevada, Western U.S., it covers 2,934.5 acres and has a power generation capacity of 250 megawatts. The project has received double support from U.S. government funding and policy. Upon completion, all electricity generated will be transmitted to Southern California Edison, one of the largest comprehensive power companies in the United States, with which a 20-year power purchase agreement has already been signed.
The Nevada Solar Power Project is the fourth EB-5 electricity project from NextEra Energy Inc. (NYSE: NEE). It is nearly identical to the previous three phases and will build upon their success, with performance in employment and repayment exceeding the prior projects.
[Project Advantages]
1. Powerful Developer (Global Top 500 New Energy Enterprise)
The project's parent company, NextEra Energy Inc. (NYSE: NEE), is a high-quality listed company on the New York Stock Exchange (with a market capitalization of $82.48 billion in 2015) and is the world's largest wind and solar power company. The company employs 13,800 people worldwide and is the second-largest utility company in the U.S. It owns two major wholly-owned subsidiaries: Florida Power & Light Company, one of the largest power companies in the U.S., and NextEra Energy Resources, the world's largest wind and solar energy generator. NextEra Energy Inc. serves over 5 million customers and achieved a net income of $2.8 billion (GAAP) in 2015, with total assets of $82.5 billion.
2. Dual Repayment Guarantees
The project borrower, NextEra Energy Capital Holdings Inc., is rated as an A- stable enterprise by the three major rating agencies. An A- rating signifies that the enterprise has no record of default or overdue payments, ensuring loan repayment. Furthermore, as a secondary guarantee, the large, high-quality, NYSE-listed parent company, NextEra Energy Inc. (with a 2015 market cap of $82.48 billion and $7.659 billion in cash flow), which is also rated A- stable by the three major agencies, has pledged a full, unconditional repayment guarantee for the project. Relevant guarantee information has been disclosed on the U.S. Securities and Exchange Commission official website. 3. Low Proportion of EB-5 Capital
EB-5 capital accounts for only 12.7% of the total project cost, resulting in low financial risk. The project sponsor, NextEra Energy Inc. (NYSE: NEE), is powerful and well-funded. Apart from EB-5 capital, other project funding (government cash subsidies, senior loans, equity investments) has already been secured.
4. Stable Project Operations
The project has signed a 20-year power supply and sales contract with South California Edison, one of the largest comprehensive U.S. power companies (Fitch rated A-), and this power purchase agreement has been approved by the California Public Utilities Commission (PUC). Project operations are guaranteed, and operating income can fully cover the repayment of EB-5 capital.
5. Backed by a Top-Tier Law Firm
The premier U.S. immigration law firm Miller Mayer acts as the project’s legal counsel, ensuring success for investors’ applications. For 25 years, Miller Mayer has maintained a 100% approval rate for its EB-5 projects and I-829 applications.
6. Strict Fund Supervision Mechanism
Investment funds will only be released from the escrow account once the EB-5 investor’s I-526 petition or the project’s I-924 exemplar petition is approved by USCIS. Stringent conditions for fund release significantly reduce investment risks.
7. Extremely High Employment Multiplier
The project uses the RIMS II employment model to calculate job creation. The number of jobs created is 3.1 times the requirement set by immigration authorities, reaching 9,320 jobs. Construction expenditures alone created 8,485 jobs, which is 2.8 times the immigration authorities’ requirement.
8. Project Already Under Construction
The project has been reviewed and approved by the U.S. Bureau of Land Management, the U.S. Department of Energy, the California Energy Commission, and the California Public Utilities Commission, and has passed environmental assessments under the National Environmental Policy Act (NEPA). Construction began in May 2014 and is expected to be completed in September 2016, with a construction period of 30 months.
9. Completion Guarantee Provided by NASDAQ Listed Company
The contractor, First Solar Inc. (NASDAQ: FSLR), is a famous U.S. photovoltaic industry giant, founded in 1990 and listed on NASDAQ in 2006. In 2010, the company was ranked as the second-largest photovoltaic module manufacturer globally and was ranked 6th on Fast Company’s list of the world’s 50 most innovative companies.
10. Strong Support from Government Funding
The solar project is strongly supported by the U.S. government. It has applied for the U.S. Department of the Treasury’s 1603 energy project grant program and has received $250 million in government funding support.
11. Open and Transparent Project Documentation
Project information is open and transparent, with relevant documents disclosed on the official website of the NYSE-listed parent company, NextEra Energy Inc. (NYSE: NEE), as well as on relevant government websites.
