Nevada Solar Power Project
【Project Introduction】
The Nevada Solar Power Project is a large-scale solar power plant project constructed and operated by NextEra Energy Inc. (NYSE: NEE), the world's largest publicly traded wind and solar power company. Located in Clark County, the most populous area in southern Nevada in the western United States, it covers an area of 2,934.5 acres with a power generation capacity of 250 megawatts. The project has received dual support from U.S. government funding and policy. Upon completion, all electricity generated will be transmitted to South California Edison, one of the largest integrated power companies in the United States, with which a 20-year power purchase agreement has already been signed.
The Nevada Solar Power Project is the fourth EB-5 power project from NextEra Energy Inc. (NYSE: NEE). It is nearly identical to the previous three phases and will continue their success, with performance in employment creation and repayment expected to exceed that of the previous phases.
【Project Advantages】
1. Powerful Developer (Top 500 Global New Energy Enterprise)
The project's parent company, NextEra Energy Inc. (NYSE: NEE), is a premium publicly traded company on the New York Stock Exchange (with a market capitalization of $82.48 billion in 2015) and is the world's largest wind and solar power company. The company has 13,800 employees worldwide and is also the second-largest utility company in the United States. It owns two wholly-owned subsidiaries: Florida Power & Light Company, one of the largest power companies in the U.S., and NextEra Energy Resources, the world's largest wind and solar power generator. NextEra Energy Inc. (NYSE: NEE) serves over 5 million customers, and in 2015, the company achieved a net income of $2.8 billion (GAAP standard) with total assets of $82.5 billion.
2. Dual Guarantee for Repayment
The project borrower, NextEra Energy Capital Holdings Inc., is rated as an A- stable enterprise by the three major rating agencies. An A- rating signifies that the company has no history of default or overdue payments, ensuring the security of project repayment. Furthermore, as a dual guarantee, the large, premium publicly traded parent company on the New York Stock Exchange, NextEra Energy Inc. (with a 2015 market cap of $82.48 billion and cash flow of $7.659 billion), which is also rated A- stable by the three major rating agencies, has committed to providing a full, unconditional repayment guarantee for the project. Relevant guarantee information has been disclosed on the official website of the U.S. Securities and Exchange Commission. 3. Low EB-5 Capital Ratio
EB-5 capital accounts for only 12.7% of the project cost, resulting in a low capital risk coefficient. The project developer, NextEra Energy Inc. (NYSE: NEE), is financially robust and well-funded. In addition to EB-5 capital, other project funds (including government cash grants, senior loans, and equity investments) have already been secured.
4. Stable Project Operations
The project has signed a 20-year power supply and sales contract with South California Edison (Fitch rating A-), one of the largest integrated power companies in the United States, and this power purchase agreement has been approved by the California Public Utilities Commission (PUC). Project operations are secure, and operating income is fully sufficient to cover the repayment of EB-5 capital.
5. Backed by Top-Tier Law Firm
The top U.S. immigration law firm, Miller Mayer, personally oversees the project as legal counsel, safeguarding the success of investors' applications. For 25 years, Miller Mayer has maintained a 100% approval rate for its EB-5 projects and I-829 applications.
6. Strict Capital Supervision Mechanism
Investment funds are only released from the escrow account after the EB-5 investor's I-526 or the project's I-924 exemplar application is approved by the USCIS. Strict conditions for fund release significantly reduce investment risk.
7. Extremely High Employment Multiplier
The project uses the RIMS II employment model to calculate jobs. The number of jobs created is 3.1 times the requirement of the immigration authorities, reaching 9,320. Construction spending alone created 8,485 jobs, which is 2.8 times the requirement of the immigration authorities.
8. Project Already Under Construction
The project has been reviewed and approved by the U.S. Bureau of Land Management, the U.S. Department of Energy, the California Energy Commission, and the California Public Utilities Commission, and has passed environmental assessments under the National Environmental Policy Act (NEPA). Construction began in May 2014 and is expected to be completed in September 2016, with a construction period of 30 months.
9. Completion Guarantee Provided by NASDAQ Listed Company
The contractor, First Solar Inc. (NASDAQ: FSLR), is a famous U.S. photovoltaic industry giant founded in 1990 and listed on NASDAQ in 2006. The company was ranked as the world's second-largest manufacturer of photovoltaic modules in 2010 and was ranked 6th on Fast Company's list of the world's 50 most innovative companies.
10. Strong Support from Government Funding
The solar energy project is strongly supported by the U.S. government. This project has applied for the U.S. Department of the Treasury's 1603 Energy Program support grant and has received $250 million in government funding support.
11. Open and Transparent Project Documentation
Project information is open and transparent, and relevant documents have been disclosed on the official website of the project's parent company, NextEra Energy Inc. (NYSE: NEE), which is listed on the New York Stock Exchange, as well as on relevant government websites.
