U.S. Investment Immigration leading institution —— Worldway Immigration Group, was the first to point out that 2015 is a "tumultuous year" in the history of U.S. investment immigration. In this year, the U.S. investment immigration EB-5 industry witnessed several "historical firsts", whether it was the arrival of the backlog wolf, the shout of the price increase wolf, or the new reform proposals from various parties in Congress, all of which caused a major upheaval in the entire EB-5 industry. Worldway now presents the year-end review of major events in U.S. investment immigration for 2015 as follows.
1. On May 1, 2015, the U.S. immigration system experienced a backlog for the first time in 25 years.
On April 13, U.S. Department of State Visa Office Director Charles Oppenheim announced at the IIUSA annual conference that the cutoff date for investors from mainland China is: May 1, 2013. This marked the official entry of U.S. investment immigration into the backlog era after 25 years.
2. For the first time in history: The EB-5 policy was extended three times within one year in 2015.
First extension: The extension on September 30, 2015, to December 11, 2015.
Second extension: The extension on December 11, 2015, to December 16, 2015.
Third extension: The extension on December 16, 2015, to September 30, 2016.
In 2015, the U.S. investment immigration EB-5 bill experienced ups and downs, with three temporary extensions occurring, marking a historical first. This indicates that the EB-5 bill, which has been in place since 1990, is bound to undergo significant changes for the first time in 25 years. Despite several temporary extensions, no final resolution was reached. Congress hopes to continue discussions in the next 9 months and quickly produce a complete and improved bill, reflecting Congress's strong determination for EB-5 reform. Meanwhile, we must remain cautious, as a new EB-5 bill may be introduced at any time. Investors should not harbor illusions of further extensions and should plan early.
3. Congressional proposal for price increase causes a major upheaval in the industry.
On June 4, U.S. Senate Judiciary Committee Chairman Charles E. Grassley and senior Senator Patrick J. Leahy jointly proposed the EB-5 reform bill S1501, confirming the rumors of a price increase for EB-5. The 2015 "price increase" was also the most frequently discussed and concentrated topic in congressional proposals. This has caused a major upheaval in the entire EB-5 industry.
Here, Worldway once again reminds investors: U.S. investment immigration EB-5 has been unconditionally extended to September 30, 2016, but the warning of policy changes and price increases remains. If you do not want to pay an additional $300,000, cannot provide complete tax records for the past 7 years, and still wish to invest in U.S. immigration at the historically low price of $500,000, please seize this last favorable opportunity and proceed with EB-5 investment immigration as soon as possible. The sooner you submit your application and make your payment, the sooner you can successfully immigrate to the U.S. and reduce the risk of policy changes.
Worldway's three exclusive chief agency quality EB-5 projects —— DLJ Four Seasons Hotel Resort Project (successfully approved project funded by the DLJ real estate fund), Columbus 90 Apartment Project (I-526 full set of documents has been sample approved for this scarce Manhattan concept apartment project), both have strong developers, ample employment, low investment and repayment risks, and good exit mechanisms, making them a wise choice for seizing low-cost U.S. investment immigration opportunities, and have once again sparked a buying frenzy in the EB-5 market.
