As early as 2014, Worldway was the first in the industry to point out that 2015 would be a turbulent year for U.S. immigration, authoritatively predicting three major crises: visa retrogression, price hikes, and policy changes. Currently, retrogression has become a reality, price hikes are a consensus, and the December 11 policy changes are imminent. The latest EB-5 bill recently proposed by key congressional leaders is comprehensively tightening, which may once again lead to three major crises for U.S. investment immigration: price hikes, TEA reforms, and grandfather clause changes.
Currently, this bill has triggered a major earthquake in the EB-5 industry. The new bill would raise the minimum investment amount for Targeted Employment Areas (TEA) to at least $800,000 and increase the minimum investment for non-TEA projects to $1.2 million. At the same time, there will be significant revisions to the definition of TEA. Under the new definition, many current EB-5 projects will lose their TEA eligibility. The minimum investment for these projects will rise from $500,000 to $1.2 million.
This new bill also moves the grandfathering date for EB-5 projects forward to June 1, 2015. This means that only projects that submitted exemplar applications before June 1, 2015, or obtained exemplar approval or formal I-526 approval from USCIS after June 1, 2015, will have their investment amounts, TEA designations, and job creation calculations protected by the grandfather clause and remain unaffected by policy changes after December 11.
As the three crises of price hikes, TEA reforms, and grandfather clause changes converge, Worldway, as a leading institution in investment immigration, provides a "protective umbrella" for investors during this critical juncture of U.S. investment immigration reform, helping investors quickly move away from the high-risk zone of U.S. immigration policy changes.
Currently, Worldway has extended its first-ever large-scale U.S. immigration group-buying event in 25 years to December 11, and has launched three high-quality projects that are unaffected by U.S. immigration price hikes, TEA reforms, and grandfather clause changes—the DLJ Four Seasons Hotel Resort project (a successfully approved project with investment and repayment from the $100 billion real estate fund DLJ) and the 90 Columbus Apartment project (a rare Manhattan concept apartment project with full I-526 documentation already granted exemplar approval).
