Hong Kong, as one of the "Four Asian Tigers," is regarded as the world's third-largest financial center after New York and London. Its highly free economy and sound legal system attract numerous investors to invest in Hong Kong or immigrate to Hong Kong, settling in the region. The Hong Kong investment immigration policy was introduced in response to this market trend.
On November 24, 2015, Hong Kong held the 2015 Shanghai-Hong Kong-Macau Youth Economic Development Forum, where over 100 young elites from Shanghai, Hong Kong, and Macau gathered to discuss "New Drivers of Urban Economic Development in a Global Context."

She hopes that the youth of the three regions will strengthen their connections and exchanges, fully leverage their respective advantages, and promote positive cooperation and mutual benefit among Shanghai, Hong Kong, and Macau.
Sha Hailin pointed out that the relevant content regarding the Hong Kong and Macau Special Administrative Regions mentioned in the "13th Five-Year Plan Recommendations" reflects the country's care and emphasis on the development of Hong Kong and Macau. In line with the development positioning of "one center, one platform," it actively participates in the national "Belt and Road" strategy and seizes the opportunities presented by the "13th Five-Year Plan" and "Internet +" to deepen regional cooperation. He also emphasized that the Macau Special Administrative Region government focuses on the development of enterprises, striving to create a better business environment. Through support programs for small and medium-sized enterprises, such as interest subsidies for business financing loans and youth entrepreneurship assistance programs, it aims to enhance the competitiveness of small and medium-sized enterprises.
