Hong Kong Immigration focus on Hong Kong immigrant life: The Civil Aviation Department of the Hong Kong SAR stated today that the flight safety of drones is regulated by the Air Navigation (Hong Kong) Order. Under certain circumstances, a permit is required for operation.
Peng Ka-ho, Aviation Safety Officer of the Civil Aviation Department, stated that a permit is required for drones with a net weight exceeding 7000 grams. For renting or using drones to provide paid services, an application must be submitted to the Civil Aviation Department in advance, regardless of the weight of the aircraft.
Regardless of the type of drone operated, operators are subject to Article 48 of the Air Navigation (Hong Kong) Order. If a drone is operated recklessly or negligently, endangering the safety of others or property, the operator may be prosecuted and face a maximum penalty of a fine and two years' imprisonment.
The Civil Aviation Department also mentioned that drone flight locations should be kept away from airports, aircraft flight paths, helipads, power lines, and substations, as well as away from crowds, vessels, vehicles, and buildings to avoid collisions. The Civil Aviation Department advises the public to choose flat terrain to facilitate drone takeoff and landing, and the operator should have a clear and unobstructed view to see the drone in flight.
