The toll plaza portion of the project includes the construction of a brand-new eastbound mainline tolling landmark for the entire toll road system. Construction on the highway widening near the Delaware River Bridge and the first "cashless tolling" facility has been underway for over a year and is currently on schedule for completion in January 2016. Additionally, the D10 interchange construction contract ($142 million) began a year ago and will involve widening and reconstructing two miles of road in the eastern section of the project, as well as beginning construction on the interchange connecting to Interstate 95. This construction contract will be completed in 2017.

The final part of the first phase, the D20 mainline construction contract ($118 million), was put out to tender in May 2015, and the contractor has recently received the notice to proceed. This construction contract will be completed in 2018, marking the completion of the first phase of the Interstate 95 connection hub project.
