According to data gathered from media reports by Worldway, in recent years, Puerto Rico's tax incentive policies in the United States have attracted 250 wealthy individuals with assets exceeding $1 million to relocate to Puerto Rico, including billionaires.
Since 2012, Puerto Rico has implemented significant tax reductions on individual income, capital gains, and corporate taxes to attract wealthy investors. Long-term residents of Puerto Rico also enjoy many tax benefits, such as the exemption from "global income reporting" and no "inheritance tax," among others. These tax incentives have made Puerto Rico a globally recognized safe tax haven, attracting entrepreneurs from around the world to invest and start businesses there. This is a means for entrepreneurs to avoid renouncing their U.S. citizenship while circumventing the notorious Internal Revenue Service (IRS). Many wealthy Americans, financial institutions, and Fortune 500 companies have registered and operated in Puerto Rico, making it a prominent business and tourist destination in the United States.
Puerto Rican authorities hope that the encouragement provided to wealthy individuals and businesses will lead them to relocate their companies and bring the necessary capital to Puerto Rico, creating job opportunities. For this reason, the Puerto Rico EB-5 program, dedicated to developing the local economy and creating jobs, is increasingly favored by Chinese investors.
Currently, the highly sought-after DLJ Four Seasons Resort project offered by Worldway is located in the tax haven of Puerto Rico. This project is personally managed by the trillion-dollar real estate fund DLJ, in collaboration with major investors Bill Gates and a Saudi prince from the Four Seasons Hotel Group, with the goal of establishing the hotel as a leader in the Caribbean hotel market.
In addition, the project is expected to generate 1.4 times the number of jobs required by the U.S. Citizenship and Immigration Services, and the EB-5 funds have the first lien on project assets, granting investors priority in repayments. Especially in light of the imminent increase in investment requirements under the U.S. immigrant investor program, the project’s I-526 has already received sample approval from immigration authorities and is protected from any increases in regulations under the grandfathering provision, successfully preempting the price rise, leading to a surge in investor interest.
