Mr. Joe Garcia, U.S. Congressman, Meets with President of Worldway

Dr. Winner Xing, President of Worldway Immigration Group, introduced to Congressman Joe Garcia the efforts made by Worldway in promoting the U.S. EB-5 investment program in China since 2006, as well as how Worldway was the first to introduce the "selected projects" era for U.S. EB-5 investment immigration in China in 2009, which drew attention from the Chinese investment immigration community to the selection of U.S. investment immigration projects and promoted the healthy development of U.S. investment immigration in China. Additionally, Dr. Winner Xing briefed Congressman Joe Garcia on the achievements made by Worldway in promoting the U.S. EB-5 bond projects and renewable energy projects over the past year. Prior to the meeting, Congressman Joe Garcia was already aware of the significant achievements Worldway had made in promoting the EB-5 program and the outstanding performance of Worldway's marketing team. Congressman Joe Garcia praised and acknowledged Worldway's accomplishments in the field of U.S. EB-5 investment immigration.

Congressman Joe Garcia expressed great interest in the EB-5 bond projects, believing that bonds represent a highly transparent and more regulated method of financing. He noted that the issuance of U.S. EB-5 bonds by various levels of government to attract investors for funding urban infrastructure projects is an excellent approach that greatly benefits the stimulation of the U.S. economy and job creation. Congressman Joe Garcia discussed this with several other members of Congress, who unanimously agreed that financing the U.S. investment immigration EB-5 program through bond issuance is a very good method. As the legislative body of the United States, Congress will support the EB-5 bond projects.

Congressman Joe Garcia expressed gratitude for the efforts made by Worldway in actively promoting the bond financing method for EB-5 investment immigration in recent years and acknowledged the achievements obtained. Congressman Joe Garcia has always been a proactive advocate for immigration reform in the United States. He believes that the current quota of 10,000 EB-5 visas is far from sufficient to meet the needs of U.S. investment immigrants. Last year, the Senate proposed immigration policy reform bills, and although there is still resistance in the House of Representatives regarding these bills, it remains a sensitive topic that various political parties are cautious about engaging deeply. However, he believes that EB-5 investment is evidently beneficial to the U.S. economy and job creation, and therefore both the Senate and the House of Representatives will provide support, leading to a positive direction for immigration reform in the United States.

This meeting marked Congressman Joe Garcia's first encounter with representatives from Chinese immigration companies, making it a significant event during a time when immigration policy reform in the United States has become a sensitive topic. This follows the meeting in 2011 between U.S. Congresswoman Judy Chu and Dr. Winner Xing, President of Worldway Group, and represents another meeting with a heavyweight and influential U.S. Congressman, highlighting the importance that the U.S. Congress places on EB-5 investment immigration.

At the end of the discussion, Congressman Joe Garcia warmly invited Dr. Winner Xing and his delegation to visit the U.S. Congress in Washington, D.C., to which President Winner Xing gladly accepted. Congressman Joe Garcia also accepted Dr. Winner Xing's invitation to visit China, where he would have the opportunity to introduce the EB-5 legislation and the trends and directions of U.S. immigration reform to a wide range of Chinese investors.
