The Hong Kong High-Quality Talent Pass Scheme, referred to as the “Talent Pass Scheme,” is an immigration intake program launched by the Hong Kong government at the end of 2022. It aims to attract high-end talents with rich work experience and high educational qualifications from around the world to explore opportunities in Hong Kong. Applicants do not need to have secured employment in the Hong Kong SAR at the time of application; they only need to meet the general immigration requirements to be granted permission to stay in Hong Kong for 24 months without being subject to other stay conditions. This scheme is open to global talent and officially started accepting online applications on December 28, 2022. With the exception of nationals from Afghanistan, Cuba, and North Korea, outstanding talents from around the world can apply for the Talent Pass Scheme to come to Hong Kong.

1. No investment required, no prior employer sponsorship necessary, no asset requirements, etc.

2. Quick approval, can be granted within as little as 1 week.

3. No scoring requirements; high-income individuals or graduates from top 100 global universities can apply.

4. Upon approval, a valid visa for 2 or 3 years can be obtained, with convenient renewal and free entry and exit from Hong Kong.

5. One person can apply, and spouses and minor children may accompany.

6. Children enjoy 15 years of free quality education, and the family receives high welfare benefits.

1. The applicant must be at least 18 years of age

2. Must meet one of the following 3 criteria

• Annual salary in the past year reached HK$2.5 million or above (no quota limitation)
• Graduated from a top 100 university with at least 3 years of work experience in the past 5 years (no quota limitation)
• For those who do not meet the work experience requirement, must have graduated from a top 100 university within the last 5 years (quota limited to 10,000 per year)

3. Spouse and unmarried children under the age of 18 may accompany the applicant

4. No criminal record

Submission of application: Online submission only

Procedures after application approval:

1. Initial stay permit: 24 months / 36 months; the initial visa for Top Talent Pass Scheme (TTPS) Category A is valid for three years.

2. Entry and activation must be completed at the border control within 3 months of visa issuance.

3. Each applicant may be granted such an "initial stay arrangement" only once under the Top Talent Pass Scheme.

4. Renewal requirements for the Top Talent Pass Scheme: At the time of renewal, applicants must be employed or have established a business in Hong Kong.

5. Employment requirements: The applicant must have secured an offer of employment, and the position must be one that is typically held by a degree holder, or by a person with good professional/technical qualifications, proven professional abilities, or documented relevant experience and achievements, and the remuneration and benefits package must meet market standards.

6. If establishing a business: Documentary evidence of the business must be provided.

7. Please note specifically that if an applicant fails to meet the renewal requirements and is unable to renew their status, the applicant cannot apply for the Top Talent Pass Scheme again.

8. Renewal model for high-income talent: 2+6. Condition: Assessable income in Hong Kong must exceed HKD 2 million in the year preceding the application for renewal.

9. Spouses and children may reside in Hong Kong to study or work without restrictions.
